stating the Senate passed CSSSHB 40(FIN) with the following                                                                     
amendment, and it is transmitted for consideration:                                                                             
                                                                                                                                
     SENATE CS FOR CS FOR SS FOR HOUSE BILL NO. 40(FIN)                                                                         
     "An Act making appropriations for the operating and capital                                                                
     expenses of the state's integrated comprehensive mental health
